  17. <p>     Twice the House of Commons had passed a bill allowing
  18. prosecution in Britain of suspected Nazi war criminals. And
  19. twice the House of Lords had rejected it, arguing that such ex
  20. post facto legislation was a violation of Anglo-Saxon legal
  21. precepts. So last week the government invoked a rare
  22. constitutional process to override the Lords' objections and
  23. ensure enactment of the War Crimes Bill, which is expected to
  24. be signed into law by Queen Elizabeth this week.

  26. <p>     It was the most dramatic test of will between the two
  27. houses of Parliament in 42 years. At issue was the fate of an
  28. unknown number of Nazi collaborators who immigrated to Britain
  29. after World War II. Previously they could only be charged with
  30. war crimes in Britain if they were British citizens when they
  31. committed their offenses. Lord Shawcross, Britain's chief
  32. prosecutor at Nuremberg, railed against the bill when it was
  33. sent to the Queen above the peers' protest. "This is not a house
  34. of wimps," he declared. "It is the House of Lords. We are
  35. expected by the public to express our view honestly and
  36. clearly."
